Sure it can -- Build-Depends: libxinerama-dev | xlibs-static-pic (<<
6.8.1), libxau-dev | xlibs-static-pic (<< 6.8.1), libxdmcp-dev |
xlibs-static-pic (<< 6.8.1).

That's just from my recollection of what kdebase needs; you might need
libxxf86misc-dev or libxxf86vm-dev also.  But it can be done.
