The way it works is that you learn how to make a debian package and ask
to maintain the package for debian.  When a package is included in
debian (unstable, then testing and then stable) it will appear in
effortlessly in Universe if it can compile under an Ubuntu base
system.



Ubuntu has deamons that just take the debian unstable packages' source
and compile them.
