New Ubuntu Maintainers

I'm pleased to announce that the following maintainer candidates have 
been approved by the Ubuntu Tech Board, and confirmed by the Community 
Council:

 - Thibaut Varenet
 - Alexander Poslavsky
 - John Hornbeck
 - Matthias Urlichs

Congratulations to all of them.

Some of them are members of the doc team who have already made a great 
contribution in that regard, and are not coders or package uploaders.

We decided at the meeting that we will offer the leading doc team 
members maintainership with the option of not having to be concerned 
with GPG key security. Those doc team maintainers that want to upload 
packages will need to confirm their GPG key management practices, and 
agree to keep their upload changes limited to documentation until they 
have also been approved for package policy knowledge and thus general 
upload rights.

In future, when we have more fine-grained control of the package 
development and upload process, we will separate out the "release a 
package" permission from the "commit changes to a package" permission.

Whether or not they choose to upload, these doc team contributors now 
have full voting rights within the Ubuntu community process.
