Thoughts about separating language packs

In this case the "extraction kit" needs to actually be installed on the
machines of anyone who builds source packages ... otherwise they won't
be able to install things due to conflict with files in language-pack.

Actually it catches over 90%, and of the remaining 98 packages only 28
contain translations anyway (using the "does it depend on gettext or
po-debconf" test).

That's hardly a mammoth task, given we'd most likely just be adding a
single command to debian/rules.
