Make MP3 playback easier to install?

Hi,
I realize that MP3 has numerous patent issues - as has been well publicized.
However, it is distributed in Ubuntu's universe, so Ubuntu must believe it is
legal to distribute playback software online. Could the installation of MP3
playback from universe be made easier for new users - so that ,for instance,
if someone clicked on an MP3 the user would be prompted to install it from
universe and warned about possible legal issues? Is this legally impossible?
If it is legally possible, it seems this would be a good idea for MP3, in order
to
make it easier for new users to listen to their MP3 collection. I don't see why
this is not possible as the package is currently being distributed in universe.
