Renaming policy

I've patched a last command for a sysadmin at my work. He wanted to block
last command, but our boss wanted it to stay, because users use it. He ask
me to change code, so he could write /etc/last.cnf with a list of users
that last will ignore. No big deal.
Then, I figured out, someone else could use it, too. My question is, could
I add renaming procedure in configuration files of package, to rename last
to last.org and put my version of last.
What's Ubuntu package policy regarding sutch things?
