Proposed panel menu structure for hoary

I Dont know how hard this would be to do but what about a panel
applet, that had the frequently used applications so you didnt have to
open the menu. But to make it even better have it kind of like the
quick launch in that you can place applications up there yourself, and
if it is already there it will not be re-added to the applet. In some
ways similar to the apple dock, but not that big.
