Because it requires writing the code for both structures, and the option
between them. That's a significant effort.

Upgrading, for most users, is a pretty big deal, so I wouldn't expect them
to be too surprised by changes like this. :-)

If the change is an improvement, I can't see a valuable reason to have an
option that selects between two very different behaviours.
