Proposed panel menu structure for hoary

This all looks really good, nicely done.  The only thing of concern is
the third menu and the amount of space it takes up on the panel.  I tend
to run out of room as it is.  Adding a third panel for me is good but
I'd like it to auto hide without the 5 pixels or so showing.  Would it
be possible to add an option in the panels gconf settings to adjust the
amount of panel that shows when it auto hides?
