You need to have a Launchpad account and then apply to join the wiki editors team - <a class="moz-txt-link-freetext" href="https://launchpad.net/~ubuntu-wiki-editors">https://launchpad.net/~ubuntu-wiki-editors</a> - once added there you can create your application page. However, for PPU rights, those get processed by the Developer Membership Board, and you have to abide by the DMB schedule. The DMB may want to see sustained contributions as well for the package.
