Upload, sponsorship and acceptance/rejection emails

This was true until early 2020, but now it's recorded.  For example, if 
you go to https://launchpad.net/ubuntu/plucky/+queue and search for 
"Rejected" uploads, then expand any upload in the list it shows you, you 
can see who rejected the upload and the reason they gave.
