Q: backports and PPU

Dear List,
I'm trying to maintain the OpenCPN package. As a part of this I have
made my first attempt to make a backport [1].
The backport is reviewed by Dan Streetman (thanks!). We are both happy
with it.
Unsurprisingly, it's hard to find a sponsor, so things are stuck. Dan
has proposed that I apply for PPU permissions for the package. Although
this will take a long time, it might make things easier in the long run.
The PPU application process is to some extent described in [2]. The
first part is to create a wiki page for the application. So, I try to
create https://wiki.ubuntu.com/AlecLeamas/PPUopencpn. However, I get
"You are not allowed to edit this page."
Seems that I'm not allowed (too dumb?) to even make the application.
Which makes me wonder how this is supposed to work...
Can anyone shed some light on this?
