Package runc-1.0.0~rc93 and error https://github.com/moby/moby/issues/36467

Dear Ubuntu maintainers,

the package runc 1.0.~rc93, which can be found for example on the bionic 
and focal updates repository, contains the bug defined in 
https://github.com/moby/moby/issues/36467

Paradoxically the 1.0.0~rc10 does not contain this error. It was an error 
in an older version, was fixed, and then appeared again in the rc93.

This error happens at least in the s390x architecture (IBM Z).

The impact of the issue is big, since docker cannot be started.
