Yes.

There's a short expected time delay, but in this case the service is
generally operating normally and gtk+3.0 3.24.20-0ubuntu1 was published
nine months ago or so, so something is clearly wrong; our logs don't go
back far enough to make it clear exactly what, though.  Could you please
file a bug on https://bugs.launchpad.net/ddeb-retriever/+filebug to
remind us to look into it?
