Different Display Scaling across Multiple Monitors

Ubuntu currently doesn't allow setting different display zoom/scale level
per monitor.  They all have to be the same.  This is a problem when I'm
using two monitors (i.e. my laptop and a 4K monitor).  What this means is
that either I have super tiny font on my 4K monitor, or very large font on
my laptop screen, or I reduce the resolution of my 4K monitor similar to my
laptop but then get fuzzy (not crisp) graphics on my 4K monitor.

Windows supports different scaling/zoom per monitor.  Come on Ubuntu, let's
not get behind on this!  :-)
