Those particular kinds of failures aren't detectable automatically by
the usual retry-depwait mechanism.  I've retried them.

I don't think so, but an autopkgtest person should probably have a look.
(autopkgtest and Launchpad shares cloud infrastructure, but Launchpad
doesn't operate autopkgtest as such.)
