Removal of libllvm4.0 from disco/universe

We usually try to keep the number of llvm-* versions limited... why can't you just use llvm-toolchain-7 or llvm-toolchain-8?
llvm-7 has been backported to bionic, and llvm-8 is in bionic-proposed right now.
