Hi,

I'm not a developer or maintainer. Given that Artful 17.10 exceeded End
of Life and that Cosmic 18.10 is a future release, regarding
https://packages.ubuntu.com/ , both packages together are only provided
by the universe repository of Bionic, too.

Since you report it to this list, without mentioning the used Ubuntu
(flavour) release and without any further information, I suspect you
also didn't spend much time in any kind of research or troubleshooting,
so consider to take a look at

perhaps this is what you are experiencing, too.
