ebtables update breaks ubuntu updates on WSL

IMO there is a bug in communication.c in ebtables, since this is not a
permission issue and it should be fixed to enable smooth upgrades in
WSL.

The error ebtables gets in WSL is EPROTONOSUPPORT.
