freeipa-client missing in 18.04

It looks like it's just help up now because it's failing an
autopkgtest - http://people.canonical.com/~ubuntu-archive/proposed-migration/update_excuses.html#freeipa

If you find more about why the test is failing feel free to update
that bug with details to help get it back in.
