This sounds like a feature rather than a bug. If this is correct then it
probably won't be suitable for an update to Xenial. See
https://wiki.ubuntu.com/StableReleaseUpdates for policy and rationale on
this.

Ubuntu developers generally prioritise bugs that impact the most users,
and don't work to specific deadlines for community bugs. However, anyone
can contribute. If this does meet the appropriate policies, it is
acceptable for Ubuntu to update Xenial with this, and you're interested
in doing this, see
https://wiki.ubuntu.com/StableReleaseUpdates#Procedure and
https://wiki.ubuntu.com/SponsorshipProcess.

Is there an bug filed in Ubuntu for this? If not, and it's appropriate
to Ubuntu to do something about this, then filing a bug should be your
first step.
