Can I get it updated on trusty?
I Can't just upgrade a new OS in an enterprise environment.

Actually the current version available is 3.11.7build1 in Zesty. 16.10
released with 3.10.8build1.
The reason you see 3.8.12ubuntu1 is because you are using an old Ubuntu
release from April 2014. Use a newer Ubuntu release to get newer
packaged software versions.
See https://wiki.ubuntu.com/StableReleaseUpdates for Ubuntu's policy and
rationale on updating packages in stable release.
