Backport Pandas 0.19 from 17.04, to Ocata Cloud Archive Staging.

Hey guys,

 Gnocchi on Ubuntu 16.04, via Ocata Cloud Archive, needs newer Python
Pandas!

 Otherwise, the following error appear on gnocchi-metricd.log:

 "ERROR gnocchi.storage._carbonara ValueError: buffer source array is
read-only"


 After manually backporting "pandas" from 17.04, to 16.04, Gnocchi finally
worked!

 I can fill a bug report on launchpad but, don't know against which package.
