This sounds quite specific, and a bit like a homework project.
The answer is that, yes, one could write a tool to backup a copy of
the current operating system configuation (Part 1?).
For randomising of filenames (Part 2?), one could perhaps do this as
an overlay FUSE filesystem (Filesystem in Userspace).
