Adding a kernel removal script to linux-base or elsewhere

Hello!
What is the recommended way to publish the script? I guess Launchpad would be the right place. And using Git repository might be a good idea. I have got a Launchpad account (jarnos). Is it better to create a project in Launchpad or to create a PPA? Detailed instruction would be welcome.
