Normally new software makes its way into Ubuntu via Debian.

Anyway, I remembered Daniel Pocock putting out a call for people
interested in joining teams to work on communications/video/chat
software in Linux.

Perhaps following some of the links on his website you might find
people/teams willing to help out:
