It was  ln -s /dev/null /etc/udev/rules.d/80-net-setup-link.rules.

But that doesn't work, it used to work somewhere at some point.

But no longer.

So I have no clue how to turn it off other than passing a kernel 
parameter.

Which I don't want.

I guess I need to start patching more software, or something....
