Hehe, I have giggled at:

Stop issuing “no-change rebuild” updates.

In actual fact the wording is misleading. The source code of _this_
package did not change, however one of the library dependencies have
changed ABI and thus a rebuild is required against the new library to
keep the package in question (a) installable (b) working. It's a
necessary evil, and it's not pointless =)

But i guess we should word our changelogs better somehow....
