about upstart

How does ubuntu solve the the problem “initctl can not use when /sbin/upstart and systemd in ubuntu14.10”.And  how is the reasion?

lightdm does not do that by itself, it's done by
/etc/X11/Xsession.d/{00,99}upstart .
