That's a binary package. What is needed is a source package (a .dsc and
associated files). I'm sorry that I don't have the time to take you
through this in more detail. Hopefully someone else can do that, or try
on IRC in #ubuntu-motu on Freenode.
https://wiki.ubuntu.com/SponsorshipProcess describes the general
process, though I fear that that page is quite out of date at the
moment. For a new upstream release, what you need is to supply a .dsc
and related files (usually an .orig.tar.gz and .debian.tar.gz), file a
bug against expect-lite in Ubuntu, and subscribe ~ubuntu-sponsors.
