Corey has trouble replying to you right now, but he confirmed[1] on IRC
that:

* Cinder 8.1 is currently in the Xenial review queue, so should land in
  16.04 soon[2].

* After it lands in 16.04, it will be backported to the Mitaka Ubuntu
  Cloud Archive pocket.
