Problem with update manager

Hello.
Update manager does not show update to 16.04

Software on your computer is up-to-date(Ukranian)
It is not only for me. I have seen some comments about this on some other
Ubuntu forums.
Seems to be a problem with an update system.
Could you comment this  issue please?
