I made a brief research through Ubuntu's documentation and I think the
affected packages are:
ubuntu-keyboard-portuguese
ubuntu-keyboard-spanish
ubuntu-keyboard-english
ubuntu-keyboard-french
Note that I included
ubuntu-keyboard-english
I think it is applicable due to the fact that I have no knowledge of a word
in English that has the '+c combination resulting in accented C (ć) instead
of ccedilla (ç). I also crosschecked the US English behavior keyboard in
Android 5.0.1 to see what was the result and there is no ć option (when
pressing and holding "c"). To write down this msg I had to switch keyboards
in my phone to present the ć character. The '+c = ç is the default behavior
for Latin languages using US International keyboard since the old times of
MS-DOS/DR-DOS (80's).
The problem is not related to udev, evdev or kernel since the keys are all
mapped and respond to a user input. The problem is the outcome of the
keystroke combination '+c that should result in ç for Latin languages when
using US International keyboards.
There are workarounds in other packages that provide only local solutions,
for instance, to change GTK+ as suggested by another bug affects only GTK+
apps, thus KDE users/apps would not behave as expected.
IMHO the fix must be done using a global strategy instead of local,
otherwise the number of changes through the ecosystem grows exponentially.
Could someone double check if the packages listed herein are the correct
ones.
