Gnats package, missing dependency: xinetd

I am new to gnats, but I am giving it a whirl.

It needs the 'gnatsd' daemon to be started.

A xinetd config file is distributed.

This is the first time I encountered xinetd.  It was not installed on my
system.

Also the config file has the service disabled.  I am not sure that is
what is meant.
