How to get patch applied to 14.04 libgdiplus package.

Hi,

I noticed that the libgdiplus library has a bug where it uses 
uninialized variables when loading certain png files. This causes seg 
faults.

I supplied a simple patch which is low risk:

Is there anything I can do to get this patch applied to the libgdiplus 
ubuntu package so that it will be fixed in 14.04.
