The changelog entry from 7.4.4-1ubuntu1 says:

  * Drop mmnormalize module, which depends on liblognorm from universe.

> Please consider enabling it, since mmnormalize is *very* useful.

This would require either rsyslog to be relegated to universe (very
unlikely) or liblognorm to enter main (I don't know anything about
liblognorm, so can't comment).
