GHC haskell support for arm64 and ppc64el

  $ rmadison -s trusty ghc
   ghc | 7.6.3-9 | trusty/universe | source, amd64, arm64, armhf, i386, powerpc

The rest of the stack is building now; it'll fail on anything that
requires GHCi, of course, but that's a minority.  Thanks everyone
