Mark Shuttleworth hadn't figured out what direction he wanted to take
his megalomania in yet and was biding his time for something disruptive
to happen so he could try to usurp GNOME's position.
(Honestly, Unity gets criticized, laughed at, and used as a primary
example of how Ubuntu is nothing more than a new love child of Microsoft
Embrace-Extend-Extinguish and RedHat Not-Invented-Here mentalities. Do
you think it would have lasted more than a week if they had rolled that
out without major disruptive changes in GNOME a la Gnome-Shell? People
jumped ship as-is.)
