No, apt and dpkg are explicitly excluded from language packs (see
pkgbinarymangler/striptranslations.blacklist) because their strings are
needed in the installer before language packs are installed. Thus
translating them in Launchpad is effectively useless.
If you want translations for these packages to have any effect, they
should be done in Debian, even though there'll be some propagation time.
