We can manually bootstrap packages - that's not a problem. However, GHC
hasn't yet been ported to arm64 upstream:
ppc64el may be easier as GHC does have a port for ppc64, so it's
hopefully just a small tweak to handle the endian switch. I'll worry
about that when the port has been alive for slightly longer than a
couple of days in Launchpad!
