What about dependencies? DKMS packages need quite a bit of supporting
infrastucture (toolchain, kernel headers, etc) in order to function. Are
these all already shipped on the CD, too?

Easy test: start from a CD install, make sure the CD is in sources.list,
"apt-get install ..." and see how much apt-get wants to download.
