Reporting bugs directly to Launchpad?

I must have missed some new revision, as I no longer seem to be able to 
post bugs directly to launchpad.  I go to

    https://bugs.launchpad.net/ubuntu/saucy

and click on "Report a bug" on the top right hand side of the page. 
Rather than taking me to a bug report screen, this now takes me to an 
Ubuntu Documentation page (https://help.ubuntu.com/community/ReportingBugs).

All I really want to do is report a bug, not read up on the theory of 
how to report a bug.  Is this still possible somehow?
