I think URL shortening should be removed from the equation if it's
Twitter,  this would add one less piece of latency.  Since URL's sent
up to the API are shortened anyways with t.co (if I remember right) it
would be be better just to stop counting the URL against the maximum
characters after 20 (like Twitter.com) and then send it up.
