Why are there dependencies that aren't actually dependencies on some packages?

The launchpad-integration library added "Get Help Online", "Translate
this Application", and in development releases, "Report a Problem"
items to the Help menu. Several GNOME apps no longer have a help menu
and for several GNOME apps this was the only difference between the
Debian & Ubuntu packaging. It has to do with launchpad.net, not
launchers in general.
