While I understand/sympathize with your point, I imagine the thinking
here is that you were using "Ubuntu Desktop" not GNOME.

Case in point. The desktop effects capplet you are used to was an
Ubuntu patch to GNOME appearance properties. It was never in GNOME as
it enables compiz which is not part of GNOME. So this is not "breaking
GNOME."
