I'm a bit curious - why would it be more work for devs? Obviously
splitting the packages
would take a bit of work, but with smaller and more finely grained
packages if you were
installing a package from the network and there was less to download
and install then
wouldn't install and upgrade times *decrease* rather than increase?

And if there were more packages, then wouldn't it be easier to update
and test a smaller
with more defined boundaries and functionality than a bigger and more sprawling
package?
