What do you mean by proper bluetooth support layer? We already have that, and it does a good job of managing bluetooth. While it is possible to use bluetooth devices with ALSA, there is no good UI for managing this easily, and the interface itslf is clunky. PulseAudio elps a lot by talking directly to bluez, the support layer for bluetooth. It is then very easy to use bluetooth devices from a user perspective, with a good UI to manage things.
