Freeze exception for including usb-modeswitch in main and default (was Re: Including usb-modeswitch in default installation?)

A freeze exception wouldn't just be "add usb-modeswitch", we also need
to remove modem-modeswitch from udev, make sure that usb-modeswitch
covers all of its hardware - and probably also do the same with the
kernel code that deals with the other kinds of devices.

It's quite a large change to make this late in an LTS cycle, with a
possible impact of breaking these devices entirely.

I'd be more comfortable with going with what we have for now - and
having the work done to use only usb-modeswitch in lucid+1
