It's actually simpler than that: 

Before release - code name 
After release - release number 

Today the current release is Ubuntu 9.10.  We are developing Lucid Lynx, which will become Ubuntu 10.04 at release.   

Since the release is date based,  it's number can't be set in stone too far in advance (6.06 was originally expected to be 6.04).
