I'd think that it makes more sense to start with packages which are
actually maintained in Ubuntu, i. e. where someone actually looks at
bugs.

Also, apport hooks mostly make sense if you actually have some good
data to collect, such as appending a log file or asking for a document
which reproduces a bug.

And for the record, I also agree that 16.000 new bugs are the least we
need now. :-)
